I stopped following Windows a few years ago so I do not know what is going on, but that looks like it's part of the privilege escalation security procedures in Windows. I suspect that since gvim.exe is not signed, Windows runs it with some reduced privilege and a fake view of certain directories (even if the user is in Administrators).
