Personally I find the "new" way to be visually horrible.  The "~" should
always be aligned with the starts of the lines.

Here's one way to image the horror.  Imagine that one uses a colorscheme
whereby the "linenr guibg" and the backgrounds for the sign columns, etc.
are identical with the "normal guibg", e.g., all are the same shade of
gray.  Then the proposed patch would look terrible, with the "~" characters
inexplicably set far to the left of the line numbers.

One could say "just don't use such a colorscheme", but that's silly in part
because the very same advice could be given to people who like the patch:
if you don't use a colorscheme with contrasting backgrounds, it won't look
weird that the "gutter" keeps going past the end of the buffer.

I.e., minus-1.
