Perhaps another way to fix this would be if the user could have a ~/.vim/menu.vim that is treated like ~/.vim/filetype.vim is treated. I.e., that Vim will load the ~/.vim/menu.vim before it loads $VIMRUNTIME/menu.vim. That way, a user could in his own ~/.vim/menu.vim set some variables that will cause most or all of the $VIMRUNTIME/menu.vim to be skipped. No need for &go+=M.
