I know there are some out there that think IOS manages memory well, so you never have to close an app. I know there are others out there as well who close an app as soon as they're done using it. I have an iPhone 4S, and I think the truth is somewhere in between. I want the phone to do as much for me as it can, and it can manage it's own memory better than I can, so I'm not slavish about closing an app as soon as I'm done using it. This is a few extra steps to close it and then it takes a bit longer to load the next time I do use it. I don't let my number of open aps get too numerous though, and there are some apps that seem a bit more resource intensive than others. Apps that I'm not likely to use again for a while, I'll also make a point to close when I'm done. Obviously, when the phone does start acting flaky, I'll close everything up and even restart it, but this doesn't happen very often.

The Home Button has always done that. You really never need to close
apps, especially with iOS7 or 8 and the newer iPhones or iPads. The
system manages things well, and makes apps sleep or work in the most
efficient way it can. The only time you'd need to close an app is if it
is misbehaving (sucking up data or power like crazy, or not responding
correctly). Mostly, you can leave apps alone and you'll be fine. The App
Switcher is a quick way to access recent apps, or apps being handed off
by other Apple devices, but it isn't necessary to keep it cleaned out.

    I think I see what you're saying. It isn't that the focus is on the
    wrong app, it's that VoiceOver is silent, not speaking the app at
    all. Simply touch the screen to focus; you'll have to do that
    anyway, to close it, or to start swiping to other apps, so it's
    really nothing extra.
