Well this depends. If you're using a device with only the resources to run one app at a time or a operating system that doesn't do much to manage resources then this is true. However this isn't true of the iPhone. The question is do you want to manage the memory and resources on your phone yourself or do you want to let the operating system do this for you. If you mail, text or phone a lot then leaving these apps open will mean they're easier to bring up since you only need to go into the App /Switcher and furthermore they'll load faster since they're already in the phones memory or cache. I use a smart phone, tablet or computer because I want them to do as much for me as they can, and that includes managing their own memory and processes. This is coming from a 4S user.

I do clear out the App Switcher though when the phone starts acting flaky, and I will occasionally just pro actively go in there and unload some apps I know I won't be running any time soon. I don't choose to spend my time going into the App Switcher and unloading an app every time I finish using it. This is just my choice however, and I probably deal with some flakiness I could avoid otherwise. Apple did implement multi tasking in IOS though, so it should be taken advantage of. If apps needed to be closed when you were done using them then I'd think Apple would make it a bit easier to do that than having to go into the App Switcher to do it. Just my $0.02 which people are free to ignore.

    really working right and when I emptied the apt switcher everything
    was back to normal, I did not realize I had that many in there until

    KNFB to work before I emptied mine, nor talking goggles which I use
    to read my oven so I can set the temperature correctly, only thing

    and very difficult to get it right without help, goggles helps.  It
    is about all I now use it for, however.

    Anyway, I read somewhere that one never needed to empty the app
    switcher, but it was in a book where the person is not using
    Voiceover, and I do think it makes a difference.

    The Home Button has always done that. You really never need to close
    apps, especially with iOS7 or 8 and the newer iPhones or iPads. The
    system manages things well, and makes apps sleep or work in the most
    efficient way it can. The only time you'd need to close an app is if
    it is misbehaving (sucking up data or power like crazy, or not
    responding correctly). Mostly, you can leave apps alone and you'll
    be fine. The App Switcher is a quick way to access recent apps, or
    apps being handed off by other Apple devices, but it isn't necessary
    to keep it cleaned out.

        I think I see what you're saying. It isn't that the focus is on
        the wrong app, it's that VoiceOver is silent, not speaking the
        app at all. Simply touch the screen to focus; you'll have to do
        that anyway, to close it, or to start swiping to other apps, so
        it's really nothing extra.
