I did get this resolved, but I still can't see my billing info for my account. 
In itunes looking where my billing info should be there is nothing no list of 
aps or anything.

The Apple accessibility phone number should only be used for accessibility 
related concerns. Billing is not one of them. The number you are calling is a 
number that I am not familiar with. Try one 800 my apple. That should get you 
where you need to go eventually. By the way, the subject line is irritating to 
me. Apple has done a lot for us as blind people, and is by far the best as far 
as excess ability in the mobile market goes.
