Not sure if it is related, but I have had times when Voiceover goes unresponsive on my IPhone 7. I hear clicks when I swipe around, but no voice feedback. To fix it I use the triple-press of the home button to toggle Voiceover on and off. It takes several times of this, usually 4 or five, but Voiceover comes back on eventually.
