I just checked. If I press the Home Button three times, it turns off VoiceOver; 
the two-finger double tap turns speech off. You are right.

Actually, the home button triple tap is used to turn Voiceover on and off, not 
to shut off speech, which is different than shutting Voiceover fully off.  
Shutting off speech leaves Voiceover on, just without speech.  A three-finger 
double-tap shuts speech off, and leaves Voiceover on.
