If you hold the lock button down for several seconds, a screen pops up  telling 
you to slide to shut down. Slide or double-tap.

When VoiceOver is not running, pressing the lock button multiple times has no 
effect on the iPhone. Now, if this was a legitimate method for reboot, Apple 
would have left it in for everybody, not just the 0.5% of the market who use 
Voice-Over. As I already said, use at your own risk. You have been warned.
