Hi Eric, First, they are Robert's steps. Second, I just followed them again and they worked perfectly. After doubra tapping on drag the app I wanted in a folder, I found the folder, double tapped, the folder opened, and I was able to then flick up or down to drop after and double tapped the the app went exactly where I wanted it. I stopped edit mode and all is well. I'd contact Apple as I cannot imagine this is phone specific, maybe clear everything out of the app switcher and reboot? No idea.
