First, you don't have to turn off Voiceover to scroll. You can either go to
the last visible item at the bottom of your

Screen and then swipe right with one finger. This will get you to
Accessibility. This is the swipe gesture or as some call it flick gesture
with one finger from left to right. You can also put 3 fingers on the screen
and slide them from the bottom of the screen towards the top of the screen.
This will bring items into view which are below the bottom edge.

 

Second, when you pair a device like a keyboard or braille display you
typically enter the pairing code on the device not on the iPhone. I have
never used a braille display in my life either on a computer or with an iOS
device, but I assume you can input text via a braille keyboard on your
braille display? If so, try typing the 0000 on your braille display and
press the equivalent of "enter" after you type it.
