I can confirm it is only the line above the dock.

Since moving them around is not my strong suit, I'd use 
settings/general/useage/manage storage; and find the app in there, double 
tap it to open its tag, and there's a delete button in there.

I have this problem only if the app is on the line above the dock. You can
