I tried your way and it worked for me too. It is certainly an annoyance which I hope will be fixed in the next update.

When I deleted two apps successfully after just installing the update yesterday, I found that the Iphone won’t enter app edit mode if you double tap and hold on an icon above the doc. However, if I did the same double tap and hold on another icon on the screen, I went into edit mode as usual. From there, I could delete the app I needed that was above the doc and move / delete as usual—so this is a ffairly minor annoyance, but the workaround is really straightforward. HTH, Chris.
