James,
It is possible that the feature is by design but please note following:
1. There are 2 sets of radio buttons on that tab - Preferred encoding
and Color Level
2. If you select Auto Select check box Preferred encoding becomes
disabled. Which means you cant control it and it is automatically selected.
3. The Color Level you can set to some value which means that you should
be able to select Color Level
4. In fact if you select Auto Select the Color level will be reverted to
what viewer decides every time. This makes not graying out Color Level
pointless.
