There are aquifers, but they are being rapidly depleted and destroyed. There is no chance they can be used to reconvert the man-made parts of the desert back into verdant land. That can only be done with desalinization using energy sources other than fossil fuel. Conventional sources such as fission or solar thermal would work, but cold fusion would be orders of magnitude cheaper.
