Not sure that is the best analogy, or maybe it is right-on ... but looking at pages 37-41 look are so close to the way that one can imagine the Rossi reactor to work (if he had had the funds to do it more professionally) that this seems to be a clear case of "forcing your opponents hand" ... ... which is where I think you are going with it, even if it is a slight reversal of roles.
