My bet is he will just refuse.

This whole thing is played on Rossi's terms. He will not allow it to be played on those of others. Unless he really needs the money. Or when it (coincidentally?) fits perfectly with his own terms.

So, normally, I would expect his reaction to be: "I've said before that I will do no more independent tests. Just like other citizens you will have to wait to collect your e-Cat from the production line in a year or so, then we will see who was right".
