that is very clear to me now,
we have to distinguish if we are speaking of legals OR technical issues :
1- It technically possible to deploy a webobject apps by using a license key which can be found in the dev tools
(I assume that the deployment process ask at some point that a key number has to be entered somewhere in order to make this works ?)
and this can be done on any platform.
2- It is legal to do 1 without buying a new Xserver to get a new deploy license
2b- however, the legality may be affected depending on which dev tool has been used (Xcode or wolips)
As quoted by Dave, 2b seems logical, considering apple's statement :
"Adds a modified Developer tools license that allows WebObjects applications developed with Xcode 2.3 to be deployed on any compatible platform"
but what do I do if I develop my app with Xcode and wolips together ? bah .. better not ask

You _need_ a deployment license key (which, as stated above, you can find in a dev-tools install) in order for the application to run. It doesn't matter how you deploy it; as a WAR, as a SSDD or as a standard WO application running on OS X, you need that license key. Finally, is there a distinction between 'WAR deployment with tomcat'
and 'other-kinf-of deployment' (an in which case do we need a deploy license ?)
