I'm not sure I would completely agree. I think it's largely a critical mass issue. I used to be moderately involved in a few of the FreeBSD mailing lists, for example, and the _proportions_ of people playing the various roles are about the same, but the communities differ in size by probably a couple of orders of magnitude.
