That's the only place that web site is mentioned.
That sentence articulates an implementation concept, not an assignment
of constitutional rights. It's an example. The OGB discussed this during
the constitutional drafting process. The new constitution was designed
to specifically define a small set of core roles, and it was intended
that the apps running on the site would assign rights to those roles.
That's what resulted from the last OGB term.
