I assume xwiki.org has details about using the toc macro. I honestly
don't remember where I read about it - but I assume it was here: thisis
the link to the XWiki 2.0 syntax that's in the site transition faq:

{{toc start="2" depth="3" numbered="false" scope="page"/}}
start=2 means to start at the second level - so second-level items
(marked with "==") are automatically the items on the contents list.
Depth=3 means the lowest depth that is marked in the contents list.
Numbered=false means I don't want the TOC numbered.
So in the user-action-faq and the site-transition-faq I chose start=2
and depth=3. So every item marked with "==" or "===" is automatically
put in the table of contents at the top of the page. The list is
indented to show the sections and questions within a section. And every
item in the TOC a link to the section below.

Does that help? Or am I not understanding the question? I don't know
exactly where your FAQ is so I don't know what it looks like.

I tried using another macro string in the subsection but that doesn't
work. Maybe I'm not modifying it correctly.

I don't see another FAQ that has subsections. Penny and I both use this
model.
