I see how the TOC macro works to generate the top-level TOC, but I don't see how it works to generate links in each subsection, like this:

section1
question1#link
question2#link
question3#link

#1. abc?

#2. def?

#3. ghi?

I tried using another macro string in the subsection but that doesn't
work. Maybe I'm not modifying it correctly.

{{toc start="2" depth="3" numbered="true" scope="page"/}}

Is this syntax described somewhere?

I don't see another FAQ that has subsections. Penny and I both use this
model.
