Yes, I converted the sections as you describe below.
Luckily, Alta Estad figured out the right TOC syntax, which is to modify
the macro and include it into subsections:
{{toc start="3" depth="3" numbered="true" scope="local"/}}
This FAQ is looking much better now:

I think the questions need to be sections themselves.
