Reason for my speculation:
at the HWA-forum several people already using WeeWx for years with the 
original HWA-template, *probably* started & still operating with Python2.x, 
and never heard complaints about the template.

That triggers another aspect: 
when issuing for the HWA-Forum this updated version of the template, some 
advice must be given that (backwards) application with Python2.x must be 
checked.
Best to give this template-version and also the older version a related, 
distinguishing name.
