Yes, it should, unless main board is bad or Bios is truly trashed.

I just ran into this problem with a Dell 4100. The system would not POST.
This is what I did. Your mileage may vary!

I removed all components from the motherboard including memory. Just keep
the power connected. Reset bios using jumper on the main board. You may have
to check the manual for the exact jumpers and procedure. I then began by
placing one stick of memory in at a time rebooting each time to see what
happens. This model Dell has 4 small green lights on the back to help
troubleshoot. I had to wait a bit each reboot for the Bios to catch up. It
eventually booted with no problem and has been running fine since. All I
could gather was that the some part of Bios had some how gotten corrupted
but not trashed.
