When I disconnected the power supply from the motherboard, there was no way to power up the power supply! As a result, I couldn't check the voltage coming out of the PS cable.

So, I called the company that made the PS and they said it could be the PS and so they will send me a new one.

Once I get that, I will hook it up and if it still doesn't work, I guess it is the motherboard!

Something else that you could check, but make sure that you are
hanging onto the case with one hand, is to have a feel with your
finger, right at the base of the CPU heatsink and see if its getting
warm !!  I will bet that its not !!!!

You can temporarily disconnect the CPU fan to check this.  Under
normal conditions it will get very warm quite quickly, say 60 seconds
or less.

I have a thermistor contact probe attached to a 10" long wooden stick
that I use to measure CPU temperature's.  Anything between 45 and 65
C would be a normal reading on a functional machine.

The PS might not be sending the correct voltage to the mombo but
could be sending the correct voltage to everything else.
