I believe that the experts are talking about replacing the file with a new
version,
but consider that the attachment is by file name, not by physical location
so how is it to know the file content have been changed

( I won't say it happens with the currently fixed version, but it has
certainly happened to me in the past)

Do you have evidence this happens? I double checked with some OE experts and
OE works as one would expect - once the message is sent to the outbox, the
attachment can't be changed without reattaching it.

There is an inherent nasty in OE that OE gets the attachments when it does
the send, not when you tell it to send.

That means that you can update a file, close down Excel and then tell OE to
send it as an attachment,

then, quite a while later start excel up and begin editing the file
at which point a timed, or delayed OE process connects to the internet and
starts sending the file
That file being partially updated, and marked as being 'opened in update
mode by excel - everybody else accessing the file is only allowed to read it
