No !  But every screw hole is NOT electrically isolated from the 
motherboard !!!   All the screw holes are connected to the ground ( 0 
volts ) and in turn the case via the screws.  The metal chassis is used 
as the groundplane shielding for the motherboard.  

The little fibre washers that are supplied with some case screw kits are 
intended to be placed under the screw heads of the screws that fasten 
the side panels !!  Not to insulate the mainboard !!
