We used Packeteer prior to MikroTik for bandwidth management. Packeteer arguably makes one of if not the finest bandwidth manager available....but you pay for it!
I'd take a closer look at your MikoTik configurations and/or hardware before springing for a bunch of $10k+ Packeteers...Just my opinion.
