Nope, WMaker cant see the difference: The pager simply sends a request saying _NET_ACTIVE_WINDOW and which window which should be focused. And if that window has been locked by setting the dont_focus_across_wksp the pager cant focus that window. BUT a certain flag is set in the message stating that the event came from a PAGER and not the application itself!
