Usually the chair is voted when a graduation resolution is produced, and this is first time I hear about voting for a PPMC chair at this point. I was looking in [1] and I believe we just need to get a thread started when the report is needed, and mentors should oversee and review the report and add any other content/issues to the report as needed. I believe this has one issue, and that is who is responsible to start the thread... my past experience tells me that usually there is someone that will take the initiative and remind the community they need to start the report, otherwise they will start getting "report is due" from the IPMC.
