I kind agree with you in the sense that incubating projects should be operating as much like a full project as possible, but Wookie is in it's first weeks of incubation, and I believe all the committers are new to "the Apache Way" and voting a chair now would probably not help much, as they elected chair won't know much about the Apache processes, etc... I believe this is when mentors step up to help and guide the community.
