Dave, What you could do is once the extraction takes place and nothing happens, have a look in the temp directory they describe. You may find the files extracted in such a way that you can copy them to another location, and run setup.exe (assuming there is a setup.exe in the extraction).
I just tested this, and it worked fine. Once the extraction happened, I found a folder called pft887~tmp in my temp directory. I then copied it to another location. Once copied, I cancelled the installation already running. In the copied folder, I ran setup.exe, and the installation was successful. Although I did not have the same problem you did initially.
