i don't know if this was already mentioned... but sometimes there is an
error with InstallShield.  Clearing out the TEMP and program folder have
worked for me in the past.

Try cleaning out your C:\Windows\Temp directory. Do not delete the folder
itself, rather open the folder, select all of the contents, and then delete
them. Don't worry that you will erase something that you'll need, the system
will tell you if you are about to delete something that your computer is
currently using. If there is no Temp folder, create one.

Delete the WS_FTP folder within Program Files.

Double-click the My Computer icon and then navigate to "C:\Program
Files\Common Files\Install Shield". Move the Engine folder to your desktop
and then rerun the setup. This should replace the Engine folder within the
Install shield folder for you. If not, then you can move the Engine folder
on your desktop back.

Reinstalling Internet Explorer (IE) 5.x can also repair a number of
corrupted/missing core Windows files from your machine, so reinstalling IE
5.x is also suggested. Go to
http://www.microsoft.com/windows/ie/downloads/ie6/default.asp to download
and install the newest version.

Make sure that you are using the latest version of the Install Shield
engine. To install the latest engine, go to
http://support.installshield.com/kb/view.asp??pcode=ALL&articleid=Q105097
and follow the instructions on the page.

If you just ran an Install Shield setup, the engine takes a few seconds at
the end of the installation to clean up. During this time Ikernel.exe (the
engine file) is running in memory from a previous process; that is why you
are not allowed to launch another setup. Waiting a few seconds and running
the setup again should resolve this.

Thanks for suggestions so far. Tried them but to no avail :-(

Still the egg-timer for a few seconds then nothing. Task Manager shows
Setup.exe process running, but no CPU resources. On shutting down, the
installer briefly re-appears.

I had copied folder, restarted, closed task-bar items and re-run Setup.

My Win.Ini in C:/WINDOWS under XP Pro is shown below in its entirety.
