If you have an Antivirus program running, try shutting it down and then run the install. See if that works.

I just get an egg-timer for a few seconds then nothing. However the solutions in the above support page don't work. My Win.Ini contains nothing like the second solution suggests. Ipswitch doesn't invite support email unless you've bought the product and registered, whereas I'm not going to buy it if I can't install it! Catch-22. Any ideas?
