I should have noted that the current guard band appears correct to me 
given the WSPR frequencies quoted on WSPRnet and other sources. The 
difference being down to the bandwidth of a JT65 signal plus a 20Hz 
error margin. I.e.

10139900 + 180 +20 = 10140100

and

10140320 - 20 = 10140300
