Indeed, nb should be set to 0 in wspr_downsample.f90, before line 67. 
This supposedly turns noise blanking OFF.

This code was brought over from MAP65 and dropped in here without very 
much thought.  It seems that it needs testing in the wsprd use...  I 
will look into it.
