When submit without enabled mapping rules(auto create leaf/parent ) , the logic
will back to submit the normal leafqueue if the leafqueue already exists, i
think this is reasonable.
If there are other cases AQC will not used by mapping rules, we should use
other function rather than autoCreateLeafQueue, and the APC flags is mainly
used for mapping rules check.
