You misunderstand.

The mechanism for accessing (and switching) identities has always been in the
Database Daemon.

The Database Utility has always been the only way to interact with the Daemon.

They have removed one layer of complexity by moving the UI out of the main
application. Because so few people use it (and they gauge this by extensive
user focus groups and testing), I believe they, on balance, felt the additional
complexity was an acceptable trade off for the additional stability and reduced
testing.

Note: I have no inside knowledge of this - it is all my own speculation based
on comments I have seen and heard.
