I think a lot of techno was marketed as trance by some labels in the US and
UK, in the early-mid 90s, that's where Balil would fall into the category.
They don't fit, but the compilations/mixes were marketed as such. Rising
High would include techno on their trance-y compilations. This early form of
trance differs a lot from Trance most of the people on this list hate today,
which is even more soul-less, and farther removed from techno.

I for one, thought Mills was trance in the early 90s, mostly because I
didn't know any better yet. The Trance Europe Express/Trance Atlantic
compilations did nothing but confuse the situation further, and are a prime
example of the marketing I'm talking about.
