That's correct, but the railway authorities can use verification process as a scapegoat to justify their negligents. One way to encounter it would be:concession forms can bear a bar code which is unique to each individuals. He/she could use the bar code while booking the ticket to show the original identity. It can of course be verified at the time of checking.
