Will have to read the judgement, but it seems SC was clarifying that its 
October 2013 verdict which is now the landmark for reservation for PWD does not 
include reservation in promotion.

I think, this reporting is a caricatured version of actual
pronouncement of SC on the date...
The SC was hearing plea  for disobeying court's order for filling
15000 vacant posts. SC dismissed the plea saying that implementation
is under way and accepted Center's reply that it will be completed by
31st March 2016...
In this context, SC clarified that it had not instructed Center to
fill all vacancies including on promotional basis, but had only
instructed to fill vacancies lying unfilled on entrance level...

However by saying this, I must admit here that I never had strong
belief that SC has given a clear verdict that government has to give
promotional reservation on backlog basis, rather it had given its
opinion read with PWD Act 1995 that "reservation" in job applies to to
"promotion" as well...
But with no explicit instruction to implement it within certain timeframe!
Experts, please correct me, if there is something else in this judgement!
