Hi, I could think of one alternative. As per below, email IRCTC feels, it will be difficult for TTE to collect concessional certificate and forward to concerned authorities. In that case, why not to ask passenger to submit the copy of the certificate at the time of travel to the station master's office at boarding station? As it's the person travels to the station for boarding the train and hence it should not be a problem.
