Hi,

I could think of one alternative. As per below, email IRCTC feels, it will
be difficult for TTE to collect concessional certificate and forward to
concerned authorities. In that case, why not to ask passenger to submit the
copy of the certificate at the time of travel to the station master's office
at boarding station? As it's the person travels to the station for boarding
the train and hence it should not be a problem.

Hello,
The fact that persons with disabilities  are forced to go to the railway 
counters for concessional reservation  has been a concern for me. Due to 
inaccessibility of the public transport, buildings & environment & mobility 
issues, PwDs would have been greatly benifitted if online reservation was 
available to them. I had tried to do a little on this issue& had sent some 
suggestions to the IRCTC. Seee their reply & my email below. I urge all of 
you to take some steps in this direction. You may start by writing an email 
to IRCTC.
And a question for the lawyers on the list - is this a denial of equal 
opportunity?
