What kind of disc are you using for your final DVD output? If it
isn't Blu-Ray and it's standard DVD in NTSC or PAL, then you can't
output high-def footage from Premier for it. The exporter knows that
the final product will be low-resolution and sets the resolution to
720x480 (for NTSC) accordingly.
If you're recording to Blu-Ray disc, then you can set it to high resolution.
The two most important settings if you're putting HDV footage onto a
standard NTSC DVD are aspect ratio (it should be widescreen 16:9) and
non-interlaced (I believe that's set automatically by making the
conversion to progressive in Export/Encore...). You can play with all
sorts of other parameters to increase the quality of the converted
footage, but sooner or later you'll bump up against an upper limit of
bandwidth. If you go too high, most DVD players will stutter and drop
frames or lock up in playback.
If you really want to add high-def footage to a standard DVD, you can
create some Windows Media or Quicktime versions using the Adobe Media
Encoder, then include the files as data files on the DVD. That way
the DVD owner might be able to pop the disc into a computer and play
the files in high-def there.
There are probably other people on the list with more experience who
might have better solutions.
