The FCC / WinnForum standard specifies a aggregate power level at any point in 
the PAL of -80dB/10Mhz at 1.5M measured into a unity gain antenna.   It does 
not take into account timing or synchronization. 

The only coexistence that exists as a standard is the RF level inside the PAL.  
Revision 2 of the standard does not include coexistence, and there is no 
agreement for version 3 at this point.
