I found an open source one that support's ARIN's API, but it looks like it hasn't been touched in a couple of years. It's the system that Mammoth Networks (carrier) uses.
https://sourceforge.net/projects/subnetsmngr/ https://sourceforge.net/projects/phpipam/ and https://sourceforge.net/projects/gestioip/ appear to be the front runners in the open source area.
