You should really look at doing security camera installs. I did some when I
had less WISP work and the wiring/networking aspects are really similar. A
number of businesses are OK with getting it done outside of standard work
hours to not affect their operations.

You could do it by yourself or as a subcontractor to another outfit, but
you'd need to do at least a bit of the latter to learn some fine details of
the business. Some one or two man shops are pretty friendly and open to
occasional work.

If you asked your WISP boss to let you put in the monthly bill "hey one of
our guys is starting this part-time business" etc. I bet you'd get lots of
inquiries already.

As a bonus the camera service calls usually aren't as urgent as Internet or
pc repair service calls. Companies are often ok with a camera being down a
few days while never their internet or server.
