Yes it does. it also by default sets Windows updates to occur
automatically. The general user has little control over when/if it
happens; you can indicate overnight hours for updates, but you can't
just turn them off. You can tell Windows that you have a metered
connection if your machine has a WiFi connection, but you have to tweak
the registry if you want to make your ethernet connection metered. Most
users will not do that.
