Most IP addresses are not sold to the end user as a separate line item, but rather included as part of Internet service. So the retail price of a static IP probably doesn't tell you much about market rate for an ISP to acquire IP space.

I think retail pricing for static IPs is based on marketing considerations more than wholesale price. If you made the price zero, everyone would want one. If you made it $1000, you would lose business to the competition. So most ISPs probably charge $10 or $20 per month to cover their administrative cost, avoid frivolous requests, and to charge what the market will bear.

A single ip is expensive, a small block is cheaper per IP. This is
called economy of scale.
