Hrm.. Ever consider using IRC to actually *chat* to people?

Thats not possible without direct access to their AmIRC - which as
Jamie pointed out is a *slight* violation of their privacy.
If you *really* want to know if they're talking to anyone else (which
is likely), use */whois nickname nickname* (yes, their nickname twice),
as this will force the returned whois information to include their
idle time. It will take a while if they're lagged.
It won't tell you who but it will tell you if they've sent anything to
the server (/notices do not affect your idle time).
